Abstract

The current declaratory, compared to the proposed version, is in my opinion more analytical, more effective in outlining the elements characterising the scientific, technical and didactic functions inherent to urban and territorial planning and design. These functions, according to the current declaratory, integrate models, methods and techniques oriented to the governance of dynamic action processes inherent to the environment, landscape, urban systems. The declaratory effectively emphasises how these functions include analyses, strategic evaluations, and planning, design, and management activities concerning the development and historical stratification of urban landscape production, the environment as a systemic and intrinsically interdisciplinary category, risk issues in its multiple profiles, economic and social dynamics, and decision-making processes. The proposed declaratory, on the other hand, does not seem as clear in relation to the functions of analysis and evaluation, referring to "urban and territorial systems, examined in their environmental context and in the framework of the natural and anthropic risks to which they are subject and the socioeconomic variables by which they are influenced". This reference, in the obvious effort of synthesis, generically combines quite different issues, such as analysis and assessment referring to a set of profiles (environmental context, natural and anthropic risks, socio-economic variables) that are too heterogeneous. In my opinion, the drafting of the current declaratory is clearer and more effective, presenting functions and profiles in a more systematic and distinct way. Moreover, in the proposed declaratory, the term "project" is absent, and so the design horizon of the discipline, which is an important reference in the current declaratory, is instead not effectively highlighted.
