born in Cagliari on November 27th 1961, resides and domiciles in Quartucciu in Via Garibaldi, 19;

on April 9th 1987 he obtained the Degree in Civil Engineering (Hydraulic section) at the University of Cagliari, reporting the vote of 110/110 cum laude;

he obtained the qualification to practice as an engineer in the first session of 1987, at the University of Cagliari;

he has been registered with the Order of Engineers of Cagliari since Feb 2nd 1988, with n° 2439 - Section A Civil and Environmental Sector - Industrial - Information;

he obtained the qualification of Safety Coordinator in Temporary and Mobile Construction Sites (pursuant to Article 10 of Legislative Decree 494/96 and subsequent amendments) organized by the Order of Engineers of the Province of Cagliari, in November 2001 , with certificate n° 990, updated on Nov 30th 2013, Feb 17th 2018 and Jan 31st 2023;

since Apr 21st 2005 he has been registered in the Regional Register of Inspectors;

 

from 1992 he is University Researcher at the Faculty of Engineering of the University of Cagliari, and obtained the title of Confirmed Researcher in 1996, in the scientific disciplinary group ICAR 02 (Hydraulic constructions). He currently carries out his activity at the Faculty of Engineering in the Territorial Engineering Department as a Confirmed Researcher under a Definite Time Program (which allows him to carry out his professional activity without issuing any authorization);

from the academic year 1992/93 he began teaching within the study courses of the Faculty of Engineering and Architecture specializing in hydraulic engineering, and since 1997/98 he has been a professor in charge of courses in the disciplinary group of Hydraulic Constructions aimed at students of various courses of study at the University of Cagliari, and has carried out the following teaching assignments:

- Hydraulic Technical Systems in Buildings

- River Hydraulics Facilities

- Pipelines and Sewers

- Dams

- Hydraulic Constructions

he participated in various activities carried out by the University of Cagliari on behalf of third parties, dealing with environmental monitoring, carrying out tests on dam models, statistical and hydrological processing;

from December 2003 to December 2010 he carried out a consultancy activity for the Department of Environmental Defense - Water Protection Service of the Autonomous Region of Sardinia for the activity of guidance and verification of the drafting of the Protection Plan della Acque as an expert in hydrology;

since October 2006 he has been a member of the Board of Directors and since 11 January 2007 he has also covered the role of Chairman of the company A.C.Q.U.A.V.I.T.A.N.A. S.p.A., joint-stock company with shareholdings of private individuals and the Municipality of Sinnai, which manages the integrated water service in the Municipality of Sinnai, until June 2018;

since April 2007 he has been Technical Director of the Engineering Company Tellus Engineering S.r.l.;

on August 28th 2008 he was appointed member of the Regional Technical Unit of the Autonomous Region of Sardinia - Department of Public Works, as an expert in the "public water, dams, hydraulic works, water works and reclamation" sector, with a two-year assignment, then confirmed for the following two-year period, carried out until June 2012;

he was appointed member of the Regional Technical Unit of the Autonomous Region of Sardinia - Department of Public Works, as expert in the "public water, dams, hydraulic works, water works and reclamation" sector, from September 2015 to February 2023

since 1988 he has carried out an intense professional activity, developing numerous projects in the field of hydraulic engineering, and in particular in the sectors:

- dams and weirs (with particular reference to structural static analysis, determination of flood flows, and hydrological studies for resource evaluation, regulation of outflows also for complex systems)

- aqueducts, lifting and hydroelectric plants

- hydraulic safety improvement watercourses

- sewage networks

- school and other public building

- hydraulic risk analisys both for local and for large areas.
