Abstract

The modernization of public administration by the implementation of ICT is one of the main innovations affecting the organization of administrative activities and procedures, especially in terms of achieving greater efficiency, simplification of the procedures and transparency. In this perspective, this contribution intends to critically describe the significant changes that have affected the physiognomy of the digital administration following the latest regulatory reforms, in order to underline the discrepancy between the key ideas underlying the reforms and the achievable results.

Il processo di modernizzazione e cambiamento della pubblica amministrazione ha visto nell’utilizzo delle ICT e delle loro potenzialità un punto di forza per contenere la burocrazia, semplificare organizzazione e attività, garantire la trasparenza propria di un’amministrazione aperta. Il contributo intende riflettere criticamente sul percorso seguito dal legislatore con l’obiettivo di disegnare l’amministrazione che si vorrebbe, senza, però, tenere conto nelle diverse fasi della riforma dello scollamento tra previsione giuridica, strumenti e attuazione.
