I centri storici tra conservazione e nuove esigenze abitative: alcune riflessioni sulle questioni energetiche nei piani particolareggiati della Sardegna

Abstract

Historic districts in Italy are planned through a specific detailed development plan to ensure that their traditional characters and distinctive features are preserved. At the local level, and within the urban environment, such plans implement a constitutional mandate, that of protecting Italy’s cultural heritage and historic urban landscapes; to this end, their provisions are usually quite restrictive and concerned especially with aesthetic aspects, such as preserving traditional facades and roofs, materials, colours. Such narrow focus must be balanced with the needs of local communities, so as to improve the liveability of historic district for their residents in face of current trends (which may vary from depopulation to gentrification). In this study, the potential conflict between preservation and enhancement of historic districts’ territorial capital will be looked at focusing on how energy issues are regarded in a set of detailed development plans in force in Sardinia.
