Change Management in the Public Sector: A Comparative Case Analysis

Abstract

This study aims to develop theories of public sector organizational change by integrating considerations for both features of the institutional context and of the change process. Building on three previous single case studies of organizational change in regional agencies in Sardinia in the 2000s, the present study presents a comparative case analysis that results in the formulation of theoretical arguments about the role of the political context, institutional memory and performance expec- tations on the process dynamics of organizational change. Findings are relevant to theorize the particular features of organizational change in the public sector and to draw some practical implications for the management of organizational change.
