Fifty years of service planning in Italy (1968-2018). The evolution of "standard" toward the efficiency of governance

Abstract

The paper deals with the urban planning standards in Italy fifty years after the issue of the national decree on the minimum collective provision requirement per inhabitant. Together with a poor increase in the urban quality - partially due to lower public investments - municipal assets of unused areas have been established, with high management costs for the local authority. Through an accurate analysis of the regulatory evolution as well as of the experimental introduction of new approaches in the planning practices, new needs are identified, criticalities and deficiencies of the current model are highlighted and some revisions are suggested.
